We are recruiting for a permanent consultant position within our Procurement team – at Consultant or Senior Consultant level, depending on experience.

The successful candidate will work on a range of high profile consultancy projects, including the provision of project management, technical and procurement advice to public sector clients during the delivery of complex procurement projects, mainly in environmental services (e.g. waste collection, waste treatment infrastructure, street cleansing, and grounds maintenance services).

The successful candidate will also assume responsibility for proactive business development activity to grow the size of the Eunomia procurement offer to local government.

This role requires flexibility, commitment to results, excellent trouble-shooting and problem resolution skills.

The work will be wide-ranging and include:

  • Working with local authority clients during the appraisal of future commissioning options, which may typically encompass:  outsourcing of environmental services to a private contractor; delivering services directly in-house; setting up an arms’ length local authority trading organisation;
  • Providing advice to local authority clients during the delivery of a procurement project, including: management and delivery of preliminary market engagement; development of business case and procurement strategy; production of procurement and contract documentation, which will typically include: technical service specification, method statements, contract conditions, pricing schedule, payment and performance schedule, evaluation framework and evaluation models;
  • Providing advice on compliance with Public Contracts Regulations and legislative requirements;
  • Supporting with the management of the relationship with bidders, including management of clarification questions;
  • Supporting with the delivery of dialogue and negotiation with bidding organisations on behalf of local authority clients;
  • Undertaking the evaluation of technical and financial aspects of submissions and contribute to the moderation process;
  • Producing evaluation reports and cabinet reports; and
  • Supporting the mobilisation activities into new contracts.

Other relevant responsibilities will include:

  • Managing relevant aspects of Eunomia’s business development activities, including development of bids to win new projects, undertaking key account management and proactive engagement with prospective new clients;
  • Contributing to the development of the Procurement business plan and the subsequent implementation of plan to maximise the potential growth opportunities;
  • Providing project management functions;
  • Producing technical reports and presenting results and recommendations at client meetings;
  • Engaging with senior officers and elected members to support the decision-making process;
  • Managing and coordinating internal project teams to achieve successful results and to meet client’s expectations;
  • Undertaking regular financial project reporting including analysing variation from project budget and initiating corrective actions;
  • Undertaking research on procurement-related topics, including Public Contracts Regulations and legislation;
  • Undertaking technical research on environmental services, including waste collections, waste treatment infrastructure, street cleansing, grounds maintenance; and
  • Contributing to other Eunomia projects according to demand from time to time.


Person specification

We are seeking a highly motivated and high calibre candidate to fulfil the role.

A personal interest in, and commitment to, the waste and recycling sector and wider environmental and sustainability issues is expected.

We are looking for a candidate who, depending on the Consultant/Senior Consultant level, has a minimum of 2 years/a minimum of 5 years of relevant experience, in at least one of the following professional areas:

  • Environmental services experience with a keen interest/experience in procurement; and/or
  • Procurement experience with an interest/experience in environmental services.

Essential Criteria

  • Educated to at least degree level in relevant discipline, or with practical experience relevant to the job description;
  • An understanding of the commercial aspects of the consultancy sector;
  • Project management experience and ability to manage multiple clients, stakeholders and projects;
  • Ability to work collaboratively in a team environment with multiple colleagues, and external clients;
  • Excellent written English and verbal communication skills;
  • Excellent data research, collection and analysis skills, including the ability to work with and manipulate numerical data;
  • Ability to influence, persuade and negotiate for the successful delivery of outcomes;
  • Self-starter with ability to manage own delivery of tasks with minimal supervision;
  • Ability to perform under pressure and work flexibly to adjust plans as operational issues arise;
  • Proven organisational skills, working in a calm, logical way to deliver tasks efficiently and with thorough attention to detail;
  • Good MS Office software skills including Word, Powerpoint and Excel;
  • Willing and able to work away from home and stay in different parts of the UK as projects dictate;
  • A commitment to the environmental and public service principles which drive Eunomia.

Desirable Criteria

  • Experience in the waste management or wider environmental services industry;
  • Experience in delivering procurement projects either within a local authority, waste management contractor or environmental consultancy; 
  • Experience of providing direct advice to elected members or members of a board on decision making issues both verbally and in writing;
  • Experience of consulting to local government or experience of working inside local government;
  • Evidence of working successfully in partnership with external organisations and stakeholders;
  • Awareness of public policy and delivery in political environments;
  • Recent and demonstrable experience of planning and delivering large scale service delivery change projects in environmental services or a similar sector(s);
  • Knowledge of UK/EU public procurement regulations;
  • Project management qualification or accreditation (e.g. PRINCE2® or MSP);
  • Qualifications and membership of a relevant professional body, such as Chartered Institute of Purchasing and Supply (CIPS) or equivalent, Chartered Institution of Wastes Management (CIWM) or equivalent.

Head of Procurement.

 Holiday Entitlement

24 days per year (plus Bank Holidays) rising by 1 day for each full year of service to a maximum of 30 days per year.
